Mint is a fragile flavour. Heat the leaves and the oils that carry the aroma are the first thing to go, which is why so much dried mint tastes like a cupboard. We dry the leaves at low temperature and mill them inside the same shift, so the character survives into the pouch.
The blend is dried pudina, salt, olive oil for carry, and a deliberately small percentage of green chilli. The mint reads first and the heat arrives a few seconds later. That order is the whole point of the flavour.
